Insulation has the opposite effect in winter, working to capture heat indoors. Homes without insulation typically experience temperature fluctuations of 5 to 10 degrees, forcing their heating or cooling systems to work harder to keep homes comfortable. Homeowners who participate in the new insulation program can expect temperature fluctuations that drop to 3 degrees or less, resulting in reduced air conditioning or heating costs. Eligible types of insulation materials include blankets (slats and rollers), foam panels or rigid foam panels filled, blown, applied in the attic, spray foam and foam insulation systems.
